What is the penalty for false advertisement?

I always wonder about these over-the-counter supplements that aren't approved by the FDA. Do they really have the amount of ingredients they claim? For instance, a typical bottle of creatine comes with 5 grams per serving. Some tests have already shown some manufacturers to have as little as 2 grams. What is the penalty for false advertisement?
Isn't most advertising false? What is the penalty for false advertisement?
