What are the penalties for creating a false birth certificate and applying for a social security number?

For this hypothetical situation, assume the offense occurs in California, and the identity is used to acquire a passport but not for fraudulent purposes (no credit cards or theft).

If you have a max fine/prison term also list a source if you know of one. What are the penalties for creating a false birth certificate and applying for a social security number?
It is a fourth degree possession of false government documentation (up to five years in prison, usually less, and probation/parole is within the sentence) felony.

It won't work either as Social Security Officers are required to verify all original documents including Passports.

What you should attempt to do is create false credentials in order to obtain a passport then use that passport to obtain an ssn, then you will have a new identity.

The government is on the verge of bankruptcy so don't expect to go to prison (probation, most likely) unless you plan on selling the documents and are deemed a threat to society. What are the penalties for creating a false birth certificate and applying for a social security number?
I can't tell you what the fines or penalties are...

I am just curious how you say that getting a passport is not fraud.

A false birth certificate is fraud, whether money is involved or not. You are trying to hide your real identity.
You get to become President of the United States.
