Can filing a false 1099 or phony lien be a crime?

I am not talking about an honest mistake or disagreement and I understand there are civil remedies. But is there an actual criminal charge one can pursue when someone files false income reports (1099s) or property liens against someone for the sole purpose of harassment? Can filing a false 1099 or phony lien be a crime?
Filing any false official document is a crime -- and often a felony regardless of the amounts involved.

The signature line where you sign the document usually states that you are swearing under penalty of perjury that the document is true and correct to the best of your knowledge. And if you are filing a lien in a court clerk's office they will normally have you raise your right hand and swear out that oath out loud with the court clerk as a witness. Can filing a false 1099 or phony lien be a crime?
Dear b: Your issue is more of an Attorney issue. You may want to consult the IRS about the false 1099's and the county dept of taxation ref. the tax liens.

Sure.

The IRS can go after them for tax fraud.

You ought to be able to file something against them as well since you were harmed.
